The β subunits are synthesized with N-terminal "propeptides" that are post-translationally modified during the assembly of the 20S particle to expose the proteolytic active site. The 20S particle is assembled from two half-proteasomes, each of which consists of a seven-membered pro-β ring attached to a seven-membered α ring. The association of the β rings of the two half-proteasomes triggers threonine-dependent autolysis of the propeptides to expose the active site. In 1989, Union Carbide Corporation (UCC) of the United States paid $470 million (equivalent to $1.03 billion in 2024) to settle litigation stemming from the disaster. The owner of the factory, Union Carbide India Limited (UCIL), was a publicly-traded company which was majority-owned and controlled by the UCC, while the remaining 49.1 percent stake was held by the Indian public and Indian government-controlled banks. In 1994, UCC sold its stake in UCIL to Eveready Industries India Limited (EIIL), which subsequently merged with McLeod Russel (India) Ltd. Eveready ended clean-up on the site in 1998, when it terminated its 99-year lease and turned over control of the site to the state government of Madhya Pradesh. Florey returned to Oxford in September without undertakings to produce the kilogram quantities of penicillin required for clinical trials, but the Japanese attack on Pearl Harbor in December 1941 brought the United States into the war and infused a new urgency into penicillin production.
